Here's a nice excerpt from British Prime Minister Gordon Brown's speech to Congress today, courtesy of the C-SPAN video library.  Our heartiest congratulations to the newest (honorary) member of the Most Excellent Order of the British Empire.  (And yes, to you Anglophiles out there, I know that, because Senator Kennedy is not a British subject, he cannot technically use the title "Sir."  But P.M. Brown did it, and it makes such a nice title for a blog post.)

this post for a discussion of the relevance of the Constitution's Article I, sec. 9, which reads in pertinent part:

no person holding any office of profit or trust under [the United States], shall, without the consent of the Congress, accept of any present, emolument, office, or title, of any kind whatever, from any king, prince, or foreign state.

IMHO, Laurel is right: there's no problem here.  If the Congress's standing ovation shown in the clip above doesn't already constitute "consent," Congress will pass a resolution in short order allowing Kennedy to accept the honor.
